At first I thought this was Extremely OP, then I realised that it was only Mildly OP
Has 2 Launcher Hard Points, with a 400% Bonus this gives 8 Effective Launchers, basically the same thoughts as Marauders, but with 2 Hard Points instead of 4, It only has 2 Utility Highs, as opposed to the Marauders 3, so the Highs are fine.
The Bonuses aren't probably as bad, however I would remove all of the strength Bonuses and only have Range Bonuses, You have enough slots that you can fit double modules to get the same effect as a single bonused module.
Remove all of the Hit Point Bonuses, and only leave the Resist bonuses, having both is OP. (the resist bonuses would end up worse than current resist bonused hulls, because they are effectively 3% per level bonus, instead of the standard 4%, and given that you are likely to fit one tank or the other, and not both you are not going to get the full effect of both sets of bonuses, although it would make one heck of a bait ship:)
reduce the Speed/Agility bonus, it is per level not a role bonus.
oh and remove the drone bonuses
